You will have to confirm this by yourself because there is no version o this application released on the Internet, at least for public. I've searched every major website in hope to find it, but there is no trace. I've also used the developer's name and combined various search strings to locate the product and the result was the same.
If you have the application, transfer it to the new PC and then right click the installation package. Go to Properties > Compatibility and select Windows XP from the list. Check the Run as Administrator as well, then you can launch the software.
