The ActiveX component is not publicly available. You can install it while you are using Internet Explorer and visit one of the supported websites that use the Hyland technology. This is the only way to install it since it's an Internet Explorer component.
I've tried to download it or at least to find a working download link, but it was impossible since there is no website configured for this procedure.
