I have an old iPod that has some music that did not come from iTunes. Is it possible to move the contents to the iPhone 7 in some way other than iTunes?

Another way is to transfer the music is through the iCloud. Copy those files to the iCloud storage and then on the new device, attach the same account tied to the first device. Perform the SYNC operation and the music will be stored on the new device without even touching cables.

Another way is to connect the device to PC, and enable Hidden files (My Computer > Alt + T > View tab > Show Hidden system files or folders). Right click your iPod then select Explore and locate the Music folder where all the files will be. You can now copy them to PC and transfer them to the iCloud if iTunes refuses it.
