Based on the various searches I've performed, these are the features of this device:

- Captures in PAL and NTSC video formats

- RCA and S-Video Inputs
- Converts video direct to disk and saves to hard drive
As you can see above, the software supports both PAL and NTSC, therefore region is out of the question. And you can capture to the DVD, SVCD, VCD, MPEG-4 and DivX format.
From the description it's also specified that it supports audio and video capturing. If that doesn't work for you, then you're doing something wrong. Insert the CD with the software and manuals and access those manuals to read how to properly capture the data.
