The application is not available for PC desktop based systems. You can try and use their online service for photo manipulation or download their imaging applications which you can find on the bottom of the page. If you insist on using the application on your PC, then all you need to do is to download an Android emulator which allows you to download Android applications to run them on your PC. Bluestacks is the application required for the job. Install the program and use the built-in search function and look for Photo Lab application. Install it and use the Android app on your PC, just like you were on your mobile phone.
