I didn't find anything about this program and about your inquiry which I believe is directly related to the Clic'Line réseau application. I've also looked for ways to install the DLL file, but most of the available plug-ins use an automated installed since the process of installing an add-in isn't that simple because it requires additional automatic configuration.
