I couldn't put it on my Dell PC.

Question

If I put it on my Apple 2 products, would I have to do a separate purchase to have WinBid on my Dell PC at my house? And if I did have a MAC laptop, would I be able to download WinBid onto it without and additional charge from when I purchased WinBid 2 or so years ago? I believe I paid $20 or $25 dollars for it at that time. Thank you.
