There appears to only be old versions available, but considering your online planning does not work on 64 bit machines, I feel sure there should be a version somewhere.
No, the Kitchen Planner is not available anymore, but you have the possibility to use the HomePlanner software which I believe can be used with the kitchen design as well. As always, the Ikea tools are launched through web, which means that you should have Java Runtime and Adobe Flash Player installed as well in order to avoid other errors.
