The BDE Adminstrator is part of the Borland Engine, therefor you should look in the Uninstall list accessed through the Control panel to see what you have installed from Borland. If there is nothing and you know the BDE Adminstrator is installed on your computer, then you can use Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
