Resetting the phone should solve all the errors of Google Play. Please perform a hard reset of the phone by using the Recovery menu and choosing Wipe Data/Factory Reset & Wipe Cache. This is the process that needs to be followed because sometimes when you reset your phone using the option found on the Settings menu of the phone will not completely wipe everything related to cache, temporary files, etc.
To enter the Recovery menu please press Volume Down + Home Button + Power Button. Keep these three buttons pressed until the phone boots into a menu with blue and yellow menus. Use the Volume Up/Down to navigate and Home Button for OK. Select the options I've mentioned earlier and then wait for the phone to fully restart.
Another possibility is that there is something wrong with your email and in this case you should use another email account (Google/Gmail).
