No, it's not possible to recover the History logs once you delete them because the history records are stored in a single file and if choose to remove only a portion of the data, that single file will be modified. Even if you use a recovery tool, it won't have the possibility to recover only a part of the file.
I've checked to see if there is any information available for iCloud sync, but it will only work with tabs opened in Safari, meaning that you can use this feature to open the already opened tabs on Mac to iOS or any other supported device, but there was nothing about the History.
