Question about Safari itself.

When trying to open some Internet related things, I get a screen saying "Safari is being updated. Safari can not be opened while it is being updated". Nothing will open. If I click on the screen it disappears and then another one, the same, appears. I click on that and it goes away and I am back to my desktop. To be able to open my document I have to do a restart of my computer. Only then can I connect to Safari.

If you're on Windows, simply reinstall the application, because the one of the update doesn't finish the procedure completely, that's why it gets stuck. But if you are on a Mac, go to /Library/Updates/ and launch the Safari PKG file manually and install it, and then it should return to its normal functionality. This is the only thing I have found for both operating systems.
