Can this be used on Windows 7 Professional?
No, the software can't be used on Windows 7 Professional since Nuance discontinued the application. You will have to use another software called FormDocs which does the same thing Omniform is doing and besides that, it's still available. There is a support page that was supposed to offer information about Omniform but all the links leads to 404 error pages.

While I got Omniform 4 to work on my Win 7 Pro, the help screens don't work. You might have other issues.
