You have probably updated from a previous version of Windows to the latest one (Windows 10). Based on your selection, Windows might deploy the old apps to the new installation, but if those apps are not compatible, then the OS will delete them, sort to speak. The only way to recover those passwords is to actually downgrade to the previous version. Go to Start > Settings > Update and Recovery > Recovery > Go back. After the previous version is restored, copy and backup your passwords, then upgrade again and import the passwords.
