What is this MSXML 4.0 SP2 on my Control Panel Program List? Do I need it or uninstall it?

MSXML stands for Microsoft XML Core Services and it's a pack of services used in development process. Usually this package is shipped with different programs that require XML libraries for the good functionality of the respective software. In either cases, you should ignore it and leave it installed as it has no impact on your operating system. When it's needed, it provides support for certain applications.

MSXML SP2 is no longer supported by Microsoft. Should you still have this installed you should either uninastll it (if not required) or upgrade it to SP3 by downloading it from Microsoft

All versions of MSXML 4.0 are now no longer supported by Microsoft - https://support.microsoft.com/gp/msxmlannounce

If you don't need MSXML 4.0 then it's probably worth uninstalling it. If you need it installed it's worth updating to MSXML 4.0 SP3
