The background data can be enabled via this way: Settings > Wireless or Networks > More > Mobile Networks. I also recommend checking the available APNs. The APN tells your phone to use the carrier's Internet so you can connect on your mobile. If the list is empty, then you will have to contact the carrier's Customer Service to obtain the details. Once you add them, mobile data connection can be enabled successfully.
