Payment to other bank account

For payroll , if my staff do not have POSB account, can I transfer the salary to other bank account like DBS or OCBC?

I can't say for sure if it does or not because these things are managed internally. You should contact DBS and OCBC and discuss with your employees if they agree to use another service/bank. I've checked POSB and DBS, but there isn't much information about them when it comes to internal procedures like payment and such. The best way is to contact those banks to see if they accept payment in the form specified by you.
