It might be possible that you need an update to the HASP drivers before you can use them in Windows 10. Contact the developer of the application you use to check for an update to these drivers. I speak about the drivers, because they're the ones making it possible to use the device software on PC.
In case there are no drivers available, you can try using the old ones, but after the Driver Enforcement policy is disabled. To do this, press Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Select option 7 > Restart.
Install the old drivers drivers and accept the warning given by Windows 10. Reboot again
