As you can see below, these are the requirements for the application:
Windows 10 doesn't appear to be supported based on the image above, but you can use some compatibility settings to try to run it. Right click the software and go to Properties > Compatibility. Select one of the versions from the list and then launch the application. Secondly, tick the Run as Administrator option and launch it this way.
