While WinDVD Creator is not available for Windows 10, you can use other products. I have found one, but it requires purchasing and it's supported on the latest version of Windows operating system.
It's called DVDFab DVD Creator and a demo can be downloaded through the following version: http://www.dvdfab.cn/dvd-creator.htm
