According to the specs page provided by the manufacturer, this printer wasn't supposed to run on Windows 8.1 because these are the supported operating systems: Microsoft Windows 2000, XP, 7, Windows Vista, Mac OS X 10.5-10.6, Linux.
In Windows 8.1, the Driver Enforcement is a little more permissive than the one in Windows 10, that's why it was possible to install the necessary drivers. However, in Windows 10 you will have to actually disable this feature: press Windows + C > Change PC Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press button 7 > Restart.
Install the drivers again using the CD or the setup package and accept the warning, then restart the PC once again and the printer should work.
