How to use this in Windows 10 and MS package 2010?

I have downloaded both Visual Data Manager 2.0 and the package Art2kmin.exe. Extracted the .zip, ran the app, ran the second one nothing appears under add-ins, developers' section, Excel, VB. Why do I get the trouble? Microsoft technician looked and said that perhaps 2.0 is incompatible.

According to the readme file, you also need a specific runtime application in order for Visual Data Manager to run properly.

The developer provided a link to download the installation package: http://download.microsoft.com/download/office2000dev/art2kmin/1/WIN98/EN-US/ART2KMin.exe
