This application doesn't exist, but most of the login forms won't allow you to drag and drop usernames and especially passwords. Those forms can either be filled automatically using an extension on your browser (eg. LastPass), or the user has to type it in case AutoComplete didn't save it, or this option was omitted when it notified the user.
