It's possible that the application might lack support for Windows 10 which is normal if it hasn't been updated in a long time. I have checked the official website of the developers and the Bible Explorer doesn't appear to be available anymore, but there is another application released for the same purpose. Additionally, if you still have Bible Explorer installed, right click on it and go to Properties > Compatibility. Choose a previous version that you know it worked normally and accept the changes, then launch the software.
