Press the button next to the home menu. This will show you all the applications currently running on your phone. There should be a "hamburger" menu present. Tap on it to clear all the running applications. This frees the resources and the components (eg. camera). Start Snapchat again and take a photo. It should work normally now. If you still have issues, reinstall Snapchat application from the store application.
