You can't load the application on Windows 10 because of compatibility issues. Most likely, the software/CD-ROM is not compatible with the latest version of Windows. The recommended thing to do is to apply a compatibility tweak. With the CD-Rom inserted, go to Computer and right-click it, then choose Explore. Locate the setup package and right-click it as well. Go to Properties > Compatibility and choose a version of Windows that you know it worked.
Additionally, if there is a contact number or email on the CD case or on the CD in a Readme file, use it and get in touch with sellers, then ask them about the contact options.
