Is it possible to access data backed up with Sprite Backup in a lost phone using another device?

No, you can't access the backup remotely because the software doesn't offer this feature and the application is available for an older generation of PDAs and phones that lack remote connectivity. You can do this in Android is there would be a remote management application, but it can't be done natively. Unfortunately, there isn't anything you can do about this issue.
