Webcam does not work in chat rooms. Why?

Well, I'm trying to chat online with some people but when I access the webcam it doesn't come up but it works when I use it without the Internet. I want it to work! How can I do that?

Many chat applications have the ability to select what device to use when you are video chatting with someone and such you should go into the Settings menu of the software and Webcam/Video section and choose from a dropdown menu what camera to use and then restart the applications. This situation happens when there are also other video imaging devices installed/connected on the computer and you will need to “tell” the software which one to use.
