The one that turns off is actually the firewall and the issue is caused by a permission error.
Go to Start > Run > regedit and navigate to HKLM\SYSTEM\CurrentControlSet\Services\SharedAccess
. Then, right click SharedAccess, and click Permissions. Locate "Enter the object names to select" field, and type “NT SERVICE\mpssvc”. Search using Check Names. The name should change to MpsSvc. Click Ok, then select Full Control.
Afterwards, access Start > Run > services.msc and locate the Windows Firewall. Restart it and everything should be fine.
