Does Connectify Dispatch work on Windows XP SP3? Does it work with two dial-up connections?

No, it doesn't work with Windows XP. The versions of Windows compatible with this software are: Windows 7, Windows 8, Windows 8.1, Windows 10, Windows Server 2008 R2, Windows Server 2012. Regarding your question about multiple dial-up connections, the answer is yes, it works with multiple Internet connections as this is what the program is intended to do.
