The latest version of Talking Translator Pro is Windows 8 compatible. You can try to make it work in Windows 10 by running it in compatibility mode for Windows 8. If it won't work, you should check periodically for new releases at Software Informer. Right-click the file and choose Troubleshoot Compatibility and let Windows test compatibility, then run the program with the new settings to check if it works. Accept the changes if it does.
