Can the software be used by a computer in the USA (terms & conditions number 3.2 says UK only)?

No, the software can't be used in USA because it has been created to meet the standards in the UK country. The taxes and regulations in USA are totally different than the ones in the UK area, therefore it's not recommended to be used in an unsupported country.

For USA, try using the products from SAGE: http://www.sage.com/
