To add an exception to the Norton's Firewall, open the application then go to Norton Security > Smart Firewall. Press Configure, then Add and from there use the URL/website option. If you want, you can specify the ports used by the website(usually 80) and that's it. The changes will have an immediate effect and the website will be allowed to be visited. If the website is already there in blocking mode, select it and delete it.
