If you don't have a Google Account option in the Accounts section under Settings, then it means the phone isn't compatible with Play Store, but there is a workaround. Use Google Search and access APKMIRROR website. Download and install the Play Store and then you should have the possibility of adding a Google Account. Make sure to install the Google Play Services from the same website as well.
