My projector is out of warranty.

I contacted Dell support and since my projector is not under warranty anymore they wouldn't generate a reset code and they said to contact Intel to solve it. I called the number and have left several messages and never received a call back. Are there other places or do I have the wrong out of warranty Dell support place? Thank you for your time.

Unfortunately, only Dell Support can generate the reset code, but since it's not available, you will need to visit a local IT shop because it's possible they might have the necessary tools to reset it. Additionally, visit a local shop that handles projectors. There is no other way or software available for this procedure. I don't think Intel will help you much in this case.
