Can one phone using Internet remotely monitor another phone as camera using WiFi?

Unfortunately, there is no application of this kind available at the Play Store. I have checked the web and the Play Store, but to no avail. You can't connect to the Android's camera and get live streaming using WiFi. Try getting a CCTV camera instead that can be accessed using REMOTE protocol and dedicated apps.
