Dialing in IBM AS400 iSeries machine.

I need to remotely dial into an IBM AS400 iSeries machine. Does this program have a "dialer" feature built-in?

No, the software won't work for what you need. Access their official website to see the supported products that the software can be used with. According to the official description, the software supports the following:
