I need an Android program to download and convert videos.

I need a program that will be able to download and convert at the same time videos from the web. It needs to be similar to TubeMate where you can choose the video format and the quality before proceeding with the download. My Internet connection is very slow. If there isn't a program, can anyone make one for this purpose? It will be very helpful for people with a slow Internet connection and with small packet data. Instead of wasting time and packed data to download extra HD 80MB videos, I would like to be able to download them to 3GP format with only 25MB. Can you help?
