Does Corel Paintshop Photo Express 2010 reads ARW files from Sony? Can the program convert these to JPG?

No, Corel PaintShop Photo Express 2010 doesn't support ARW files or any other RAW format. In order to convert your files from Sony, I recommend you follow the instructions provided by Sony Electronics Inc. Also, you can use ReaConverter or online tools that you can find using Google search engine.
