By default FOTA means Firmware Over-The-Air. This allows carriers to update the firmware on the customer's phones through wireless. You can't disable this option since it's embedded into the system. The only thing you can do is to long tap on it in the Notification window, then go to APP info. From that location tap on Force Stop and then Disable. It shouldn't bother you anymore.
