The Xiph.Org Open Codecs is a set of libraries released as open source that allows the players installed on your computer to decode various video and audio playback. In other words as a friendly understanding, they're used to enable playback of various audio and video files. If you remove them, the audio or video players installed won't have the possibility to do it unless they have internal codecs. I recommend keeping this item installed on your computer.
