How to make the Tickr bar to always appear on top?

I'm running Tickr on top of the old BBC alerts bar. But now the BBC bar is always on top, even though I checked the "Windows always on top box" in Tickr preferences. Can you help?

It's all about which software was started the first time. If both applications have on-top option activated, then the first application will stay on top, the one that was launched first. The TickR also has an On-Top option. My advice is to access the BBC bar and disable the On-top or always active options.

Make sure the option is activated as shown below.
