The C-maps ECS application doesn't appear to be available anymore, but the developer released other applications that are available for usage in the same field. If you want to open the required maps, then I recommend checking its official website. There are products for air and water, and you have to check the products on the left side. I am pretty sure you'll find a replacement to open the files.
