No, you can't install the application on Windows 7 because it's not compatible with it. According to the official information, you have the possibility to install the software on the following versions of Windows: Windows 95, Windows 98, 98SE, ME, Windows NT 4.0 (with Service Pack 3), compatible with Windows XP. In Windows 7 you could try compatibility, but no one will guarantee its success.

There is a work around. The installer will not run on Windows, but the program itself will run. You will need to copy the installed HGW98 folder from the Program Files folder from a Windows XP computer, along with these two files: MFCUIA32.DLL and MFCANS32.DLL found in C:\Windows\System32. Paste the files in their respective locations on your Windows 7 PC (paste the HGW98 in Program Files and the two dlls in C:\Windows\SysWOW64\ if it is 64 bit OS or C:\Windows\System32 is if it is 32 bit OS) and you will be able to run Harvard Graphics 98.
