My Bluestacks app doesn't start.

While I am opening the new version, it is telling that "Downloading game data" and no downloading process is starting.

This problem is usually caused by the network settings of your adapters. I recommend going to the Network Connections, then manually disable and enable manually. Right click the current network adapters and select Disable. Wait a minute then repeat the procedure. Additionally, go to Internet Explorer > Internet Options > Connections > Lan. Make sure there is no proxy set up.

Another solution involves re-installing the application. Also, download the latest version of the software.

A download pending error on Bluestacks can often occur while downloading the apps from the Google play store to the Bluestacks emulator. Any attempt to download the app from play store on Bluestacks.

Reasons:
Application is not available in your region.
Application is banned in your region.
App not compatible with device profile.
Outdated Bluestacks Version.

Solution:
Clear the Cache/Google Data
Launch BlueStacks and click on Help and Support option.
Here, click on Report a Problem
Select "App-related Issue" in Problem type and "Unable to download" in the sub-category.
Upon selecting the above subcategory, you will be shown a “Troubleshoot RPC error” popup. Here, click "OK" and you're done. The Google data on your BlueStacks will be cleared.
