The error refers to a missing DLL (Dynamic Link Library) file. The error might be caused by a bad installation, as well. Access the official website, then download a new version of the software and install it on your computer. Once the software has been installed, reboot the PC and then attach the debugger again. If everything was installed correctly, the error shouldn't pop up anymore.
