Yes, the software is safe, but it doesn't function anymore. I have installed the software and tested it, and I can say that it will not work. The software uses a website to test the download speed, but the problem is that website doesn't exist anymore. Since it can do no test, optimization won't take place. Besides that, it appears the software has been discontinued because newer operating systems don't need this type of applications.
