The text to speech option is available within the Keyboard settings. To disable it, go to Menu > Settings > Keyboard and languages. Access this location and then tap on the button to enter the settings for the keyboard and you should have the possibility to disable text to speech feature. Remember, this is an option for the keyboard not for the phone.
