There is no information related to this program's functionality. You will have to test it by yourself. The first thing to do is to open a Command Prompt window. Go to Start > Search and type cmd then right click it and select Run as Administrator. Navigate to where the folder with the cacgui.exe file is and then simply type the name of the application: cacgui.exe. If if does support command line, you should see the available options.
