Since there is no information about this software, I recommend a re-installation. This time make sure to run the installer as Administrator. It will give exclusive access to the files and installer. It should work this way. Additionally, you might need to obtain another application since this one is not available anymore. There is no website to obtain information or troubleshooting data.
